In 2025 the US State Department revoked more than 6,000 student visas, a figure a department official confirmed in August and that Fox News first reported. Against the 1,582,808 active F-1 and M-1 student records ICE counted in SEVIS for 2024, that works out to roughly 1 in 264 enrolled international students, or about 0.38 percent for the year. The official said the visas were pulled because holders had overstayed or broken the law, with the vast majority of legal violations being assault, driving under the influence, burglary, and what the department called support for terrorism. The rate is roughly four times the prior year, so it describes an unusual policy period rather than a steady baseline.
The number is harder to interpret than it first appears because three different events get folded together. A revoked visa cancels the document used to enter the country; the National Immigration Forum notes it ‘primarily prevents re-entry but does not automatically trigger removal,’ so a student already inside the US with an intact SEVIS record can keep studying. The event that actually ends a program is termination of the SEVIS record itself, and there were more than 4,700 of those by early May 2025 under a separate ‘Student Criminal Alien Initiative’ that ran 1.3 million names through a federal crime database. Most of those terminations did not stick: the Justice Department agreed in court on April 25 to restore the records, and a nationwide injunction followed in May. The AI-driven ‘Catch and Revoke’ program that scanned social media for support of Hamas, the piece of this story that drew the most attention, accounted for only about 300 revocations as of early April.
The official cause attribution is itself contested. Advocacy and legal sources report that the flagged charges ‘were often dropped or never filed, falling well below the legal threshold needed to justify revoking a student’s lawful status,’ and the revised federal policy lowered the evidentiary bar for terminating a SEVIS record to ‘evidence’ alone. So the headline figure here is a deliberately broad reading: the probability that an enrolled international student saw some administrative disruption to their status in 2025. The probability of the worst case, being forced to abandon a degree, is lower because of the court reinstatements, and the probability tied specifically to a social-media flag is lower still. For comparison, the per-year figure sits well above a US adult’s lifetime drowning risk and below the annual odds of having a vehicle stolen. It is a snapshot of one turbulent year, not a forecast that the same policy and the same rate will hold across a full program.
