Financial fraud targeting older adults operates at a scale that reported figures substantially understate. The FBI Internet Crime Complaint Center recorded 147,127 complaints from adults aged 60 and older in 2024, with reported losses of $4.885 billion — the highest of any age group, and a 43% increase in losses compared to 2023. UK Finance reported £1.17 billion in total fraud losses (unauthorised plus authorised) in 2024, of which £450.7 million was authorised push-payment fraud; the Australian National Anti-Scam Centre recorded AU$2.0 billion in total reported scam losses in 2024 (down 25.9% from 2023), with adults 65 and over reporting the highest losses of any age group at AU$99.6 million. These national totals are consistent with each other in per-capita terms and all face the same fundamental problem: they reflect only what is reported, and most victims never report. The IC3’s 2025 report, released in May 2026, recorded more than 201,000 complaints from victims over 60 and reported losses exceeding $7.7 billion — a 37% rise in complaints but a 59% rise in dollars, and the FTC notes older adults are victimized at a lower rate than younger adults, so the escalation reflects larger per-victim losses rather than a rising chance of being scammed.
The FTC’s Protecting Older Consumers 2024-2025 report puts numbers on that gap. Older adults reported losing nearly $2.4 billion to fraud in 2024, but after adjusting for how few victims report — the FTC cites a mass-market study finding just 4.8% of fraud victims tell any authority, and its own case-matching found reporting rates of 2.0% for smaller losses and 6.7% for larger ones — it estimates the true cost of fraud to older adults that year at somewhere between $10.1 billion and $81.5 billion. That is roughly a fourfold-to-thirty-fold correction, but it applies to dollars lost, not to the number of people scammed, and no published source converts it into a corrected annual victimization rate for adults over 60. The reported complaint rate — about 2 to 3 per 1,000 adults 60+ each year — is therefore a floor, not the true incidence; the honest answer is that the measurement infrastructure does not exist to pin the true rate. Over a 20-year retirement window the reported rate compounds to roughly 4%, and a rate several times higher would push the lifetime figure well above 10%. The headline (10%) is a conservative point estimate in a distribution ranging from 4% to 60%.
The targeting rationale is largely economic: older adults in high-income countries hold disproportionate accumulated wealth, are more likely to have liquid savings accessible by wire transfer, and answer phones and doors at higher rates than younger adults. Common fraud vectors — investment fraud, government impersonation, tech support scams, and romance scams — exploit normal social trust rather than cognitive impairment. Most victims are not cognitively impaired at the time of the loss. The consistent barrier to accurate measurement is disclosure: financial scam victimization carries social stigma that leads victims to stay silent to family members, and the silence delays recognition, recovery, and any systematic learning from the losses.

- FBI IC3 2024 Elder Fraud Report. 147,127 complaints / approximately 63 million US adults 60+ = 0.23% annual reported complaint rate. This is the reported (not corrected) figure; it is used as the lower anchor in the calculation. The FTC Protecting Older Consumers 2024-2025 report documents heavy underreporting (reporting rates of 4.8%, and 2.0%/6.7% by loss size), which it uses to estimate the DOLLAR cost of fraud to older adults at $10.1B–$81.5B versus $2.4B reported. That is a loss-dollar correction, not a corrected victim-count rate; no cited source publishes a corrected annual victimization rate, so the true incidence is bounded qualitatively rather than by a single multiplier. The 20-year reported lifetime is ~4%; the headline (0.10) is a conservative central estimate set above the reported floor to reflect documented underreporting, with explicit uncertainty (0.04–0.60).

- FBI news story (15 May 2026) reporting the IC3 2025 Internet Crime Report figures for victims 60+. 201,000+ complaints / ~63 million US adults 60+ = ~0.32% annual reported complaint rate (up from 0.23% on the 2024 base of 147,127). Used to refresh the reported-rate anchor in the lifetime calculation. Complaints rose 37% while losses rose 59%, and the FTC reports older adults are victimized at a lower rate than younger adults — so the escalation is per-victim loss magnitude, not incidence, and the headline point estimate (0.10) is unchanged. The uncertainty band (0.04–0.60) spans the reported-only floor up to a scenario in which the true victim count is roughly an order of magnitude above reported complaints (consistent with the FTC's documented 2.0%–6.7% reporting fractions). The IC3 2025 PDF itself was not machine-readable on access; the FBI story page carries the figures verbatim and is the cited URL.

- FTC Data Spotlight (Emma Fletcher, 3 Sept 2024). Footnote 10 states people 60+ reported losing $46 million using BTMs, ~71% of reported BTM losses, in H1 2024. Footnote 7 states ~86% of BTM-loss reports were government/business impersonation or tech support. Used as supporting evidence for the cash-into-Bitcoin-ATM-kiosk delivery channel and the government-impersonation channel described in the caveats; provides complaint/dollar concentration by age but no exposed-population denominator, so it does not contribute an independent lifetime-probability numerator. The $333.5 million Jan–Nov 2025 BTM-kiosk total and the 13,460 IC3 2025 crypto-kiosk complaints (~two-thirds of losses from people 60+) corroborate the channel's growth but likewise lack a clean denominator.

- FTC Protecting Older Consumers 2024-2025 report (Dec 2025). The $10.1B–$81.5B estimated true cost versus $2.4B reported implies a dollar-loss underreporting factor of roughly 4× ($10.1B/$2.4B) to 34× ($81.5B/$2.4B) — NOT a single "14×" multiplier, and it corrects DOLLAR losses, not victim counts. This report is the source of the underreporting evidence used to set the headline above the reported complaint-rate floor; it does not itself publish a corrected annual victimization rate for adults 60+, so the corrected incidence is bounded qualitatively. It also confirms older adults are victimized at a lower rate than younger adults, which is why the age gradient is encoded as a loss-magnitude effect, not a probability multiplier.

The headline £1.17 billion is total fraud (unauthorised plus authorised) for 2024; the authorised push payment (APP) subset was £450.7 million, down 2% on 2023. Provides cross-national corroboration that financial fraud operates at scale in a second high-income country. Used as supporting evidence that the FBI IC3 pattern is not US-specific. Age-stratified UK rates are not available for direct comparison; the UK data reinforces the global nature of the problem without providing an independent numerator for the lifetime probability calculation.

- National Anti-Scam Centre / ACCC Targeting Scams report (March 2025, covering 2024 activity) provides a third high-income-country corroboration. Australia's population of ~27 million yields roughly AU$74 per capita in reported losses (AU$2.0 billion / 27 million), consistent with the US and UK figures when adjusted for population size. Note 2024 losses fell 25.9% from the AU$2.7 billion reported in 2023, so this is not a record high. Used for multi-country triangulation; does not independently supply a lifetime probability estimate due to the same underreporting problem as US and UK data.
