The GBD 2021 analysis puts the overall global road-traffic death rate at about 15 per 100,000 population per year; no cited source isolates a 15–19-specific global rate, but the age group’s mortality sits near that overall level, and the average conceals an enormous span — under 5 per 100,000 in Finland, over 100 per 100,000 in parts of sub-Saharan Africa. In the United States, the rate has fallen dramatically since the 1990s — from roughly 30 per 100,000 to around 7 per 100,000 — as seatbelt compliance, airbag adoption, and Graduated Driver Licensing programs have compounded. The US teen driving context is well-studied. IIHS data show that the fatal crash rate per mile driven for 16- to 19-year-olds is roughly three times that of experienced adult drivers. The elevation is not evenly distributed: night driving between 9pm and midnight is disproportionately dangerous, as is carrying multiple teenage passengers (each additional teen passenger increases crash risk). GDL programs that restrict night driving and passenger loads for new drivers have been a major contributor to the improvement seen since the late 1990s. Teen passenger fatalities — teens killed while someone else was driving — follow the same pattern.
The global picture looks different. The technological solutions that cut US teen road deaths — airbags, ABS, and eventually autonomous emergency braking — diffuse into LMIC fleets decades later, widening the gap.
